Mineta to
Speak at Battle Standard Dinner
Secretary
of Transportation, Norman Mineta, has accepted an offer as the keynote
speaker for the Academy’s 13th Annual Battle Standard Dinner. The formal dinner is traditionally attended by the Academy’s
senior class, membersThis
year’s dinner is scheduled for Friday, May 4, 2001, at Kings Point. The event commemorates the 142 Academy students who were lost in
action during World War II.The dinner derives its name from the battle standard, a flag
carried by the Academy’s color guard in recognition of the service of
its midshipmen in times of war.
Academy
Hosts MTS National Advisory Council Meeting
The Academy will serve
as host for the next meeting of the Marine Transportation System (MTS)
National Advisory Council. The
Marine Transportation System - or MTS - consists of waterways, ports, and
intermodal landside connections, which allow the various modes of
transportation to move people and goods to, from, and on the water. The
MTS National Advisory Council (MTSNAC) is a chartered non-federal body,
whose purpose is to advise the Secretary of Transportation on MTS issues.
Its membership is comprised of leaders from over 30 commercial
transportation firms, trade associations, state and local public entities,
recreational boating interests, academics, and environmental groups. GMATS Advisory Board Member and President/CEO of CSX Lines, Chuck
Raymond, Serves as Chair of the MTSNAC.
OPIC Grant
The U.S.
Government’s “Overseas Private Investment Corporation (OPIC)” has
awarded preliminary approval for a $200 million dollar grant to the
Carlton Fund to “improve maritime infrastructure in developing
countries.” The Carlton
Fund group headed by Robert Burke (KP class of ’81) includes four
partner companies/organizations: Marine
Transport Lines, C.R. Cushing Inc., TranSystems Inc., and the GMATS. Final approval will granted when additional equity is obtained by
Mr. Burke and the Board of the Carlton Fund.
Under the partnership arrangement, the partner companies will
design and develop several projects to improve maritime infrastructure in
developing countries. GMATS
will provide the education and training for maritime professionals from
the countries when the projects are initiated.
It is anticipated that project development should begin during the
later half of 2001.
Seafarer Recruiting/Retention Conference
In
conjunction with the US Coast Guard, Maritime Administration,
representatives of maritime labor and industry, and the Seaman’s Church
Institute, the GMATS is scheduled to host “Maritime Careers: Creating An
Action Plan For Recruiting and Retaining American Mariners” to be held
May 23-24, 2001 aboard the US Merchant Marine Academy.
The conference is designed to develop specific action plans and not
just a series of speeches followed by questions and answers.
The conference will draw upon the expertise and interest of leaders
from industry, labor, government, and education.
NCB Visit
Jim
McNamara, President, National Cargo Bureau (NCB) met with GMATS staff to
receive a briefing on the GMATS and to discuss a possible working
relationship between NCB and GMATS.
VADM Holder - MSC
The Director
and Professor Femenia, Head - Department of Marine Engineering, USMMA, met
with VADM Holder, Commander, Military Sealift Command (MSC), to discuss
IMO - STCW related issues and to brief him on the decreasing pool of
qualified steam engineers available to man steam-powered vessels operated
by the commercial sector, MSC, and those in MARAD’s RRF fleet.
LTG Mahan - Army
The Director
met with Lieutenant General Mahan (Army Deputy Chief of Staff for
Logistics) to update him on GMATS progress as a new official Army School
(#125) and to discuss GMATS working relationship with the Army
Transportation School at Fort Eustis.
Vietnam Training
The Director
met with OPIC partner company, TranSystems Inc., to discuss possible
transportation education and training programs to be conducted in Vietnam.
(This project is not related to the OPIC project described above.)
GMATS Programs Broadcast on the Internet
The GMATS
and TVWorldwide.com are in preliminary discussions to potentially develop
a relationship where certain high-level GMATS conferences and seminars
will be taped and broadcast via web-tv.
As an initial experiment, the “Maritime 2000” seminar was taped
and made available on TVWorldwides’ “MaritimeTV”.
Chesapeake Alumni Dinner
The Director
offered a presentation and briefing at the December dinner of the
Chesapeake Alumni Chapter.
Nautical Science and Military Affairs
Division
COMNAVSURFRESFOR Meeting
The
Associate Director and Division Manager met with Rear Admiral John
Brunelli, USNR (Commander, Naval Surface Reserve Force) in New Orleans LA.
RADM Brunelli, USNR was briefed on GMATS’ on-going efforts in
training the Naval Reserve. They also met with other key Naval Reserve Staff personnel
about developing specialized training in certain naval enlisted rates.
SOCP Meeting
The
Associate Director and Division Manager attended the Ship Operations
Cooperative Program (SOCP) at Avondale Shipyard, New Orleans, LA.
SOCP is a combined effort of Maritime Industry Personnel, Union
Schools, Maritime Colleges, and the USCG for safe and efficient vessel
operations.
MMR Junior Officer’s Symposium
Members of
the US Naval Reserve Merchant Marine Program attended the most recent
Captain’s Call and Junior Officers Symposium.
This event was sponsored by the Merchant Marine Reserve Operations
Command Headquarters (MMROCH) Unit 102 from Baltimore, MD and was the
largest Merchant Marine Symposium to date.
Presentations were given by Vice Admiral Gordon Holder, USN
(Commander, Military Sealift Command), and RADM John Brunelli, USNR
(Commander, Naval Surface Reserve Force).
BRM Course Approval
The Bridge
Resource Management (BRM) Course is the latest GMATS course to receive
approval from the National Maritime Center (NMC) of the US Coast Guard.
New Employee
GMATS
welcomes Amy Schweithelm as the newest employee to the Division of
Nautical Science and Military Affairs as an Administrative Assistant.
Marine
Engineering Division
MODU Training
The Division
was awarded a contract from an offshore drilling company to develop a
training program for both deck and engineering ratings aboard mobile
offshore drilling units (MODUs). Program
development will begin in the beginning of April and should be concluded
by mid-June. Faculty and
staff are scheduled to go to the Middle East and the North Atlantic aboard
a dynamic-positioning rig and a jack-up rig to start developing the
training program.
Fast Ferry Engineering Training
The Division
conducted a two-day diesel propulsion systems course that was held in
Baltimore MD in January 2001 for a fast ferry company.
Instruction focused on getting the Captains more informed and
knowledgeable on their propulsion units and basic engineering maintenance
procedures.
New Master’s Degree Program
The GMATS
and American Military University (AMU) have partnered once again to form a
new Master’s degree program. It
is a Master of Arts Degree in Management with a concentration in Maritime
Engineering. The first class
will be held in June at Kings Point.
QMED Exam
The last
Qualified Member of the Engineering Department (QMED) class conducted for
Military Sealift Command (MSC) personnel had a 90% examination pass rate
for the first time!

Logistics, and Maritime Business Division
Maritime 2000 Seminar
The Division developed and
hosted “Maritime 2000 Seminar” in New York City on December 5th,
2000. The event was held at
the Alexander Hamilton U.S. Customs House in lower Manhattan and was
attended by over 60 industry professionals.
The presentations, culminating in a roundtable discussion,
addressed current maritime issues and were led by senior industry leaders
including CAPT Jon Sarubbi USCG, Ian Hunter - ExxonMobil, Mike Marco -
McQuilling Brokerage Partners, Stewart Wade - American Bureau of Shipping,
Patrick Decavele - Brostrom Tankers, and Jonathan Benner - Eckert Seamans
(now with Troutman Sanders LLP). Maritime
2000 received positive press coverage as well -- Marine Money noted,
“What was new was insightful, forthright leadership coming from where it
should be coming from, America’s Merchant Marine Academy.”
Marine Money further suggested that “the intensive half-day event
lived up to its billing, topic topics were presented by heavy hitters of
high credentials….” Poten
& Partners commented “…this conference showed that the shipping
industry can handle a heavy discussion even during these heady times!”
New Staff Member
Mr. Charles
Burns joined the Division staff in February 2001 as the new Maritime
Business Programs Manager. Mr.
Burns is a graduate of SUNY Maritime College and brings over thirty years
of combined operational and commercial experience in the transportation
industry to the GMATS. Mr.
Burns will oversee the curriculum and projects previously under the
command of Steve Laino who recently resigned after accepting a position
with Odin Marine in Stamford CT. We
wish Mr. Laino fair winds and welcome Charlie aboard
OSHA Training Course
The Division
has developed and is scheduled to conduct the first of several customized
courses for Department of Labor - Occupational Safety and Health
Administration (OSHA) marine terminal inspectors.
The inaugural program, Introduction to Marine Terminal and
Longshoring Processes, is scheduled for April 17 - 27, 2001, and includes
field visits to Port of New York/New Jersey marine terminal facilities.
The GMATS also conducts a course for OSHA’s shipyard inspectors
through the Marine Engineering Division.
Nigerian Training
In
conjunction with officials from the Maritime Administration (MARAD) and
the Office of the Secretary of Transportation (OST), the Division is in
the final stages of development of a six-week training program for
Nigerian transportation professionals.
The first program is scheduled for May 2001.
Malawi Official Visit
The Division
hosted Mr. Tomics Kaunda, Director of Transport and Planning, Ministry of
Transport and Public Works in Lilongwe, Malawi.
The GMATS provided Mr. Kaunda with tailored lectures/training on
the U.S. intermodal transportation system and the relationship between the
transportation industry and government in America.
MSC Chartering and Brokerage Course
The Division
conducted the first of two programs focusing on the Fundamentals of
Chartering and Brokerage for the Military Sealift Command (MSC). The three-day program was held at the Washington Navy Yard in
Washington DC during the period March 13-15, 2001. Another course is scheduled for July 2001 in Washington DC.
