GMATS Advisory Board and NAFI Board of Directors Meet
The GMATS Advisory Board and NAFI Board of Directors met November 28th and 29th at Kings Point. This semi-annual meeting was originally scheduled to take place in San Francisco, CA. The welcome reception and dinner, attended by over thirty (30) Advisory Board and NAFI Board members, was a great success. The Superintendent, Commandant and several Academy instructors also attended the event. This November’s meeting, attended by over thirty (30) members, covered GMATS business including the new GMATS office and lodging facility project, new partnerships and maritime security programs.
GMATS Named in the Port and Maritime Security Act of 2001 (S.1214) Passed By United States Senate
The United States Senate passes the Port and Maritime Security Act of 2001 (S.1214). This bill proposes an amendment to the Merchant Marine Act of 1936, allowing for greater security of U.S. seaports. This bill, sponsored by Senator Ernest Hollings, specifically mentions the utilization of the expertise of GMATS to assist in training for maritime security professionals. The Bill will now passes to the House for action.
GMATS Staff Attend One-Week Training Program at the Federal Law Enforcement Training Center (FLETC)
GMATS Security Coordinator, Captain Fred Evans, attended a one-week training program at the Federal Law Enforcement Training Center (FLETC) to review FLETC's training in preparation for working with FLETC on providing training to maritime security professionals.
GMATS Selected as a Meeting and Conference Venue for Charles Schwab & Co.
Charles Schwab & Co. has selected GMATS offices and classrooms as a meeting and conference venue for a recent series of events. To date, Schwab has utilized GMATS space two times and has plans to do so again in the future.

National Oceanic and Atmospheric Administration (NOAA) Basic Officer Training Class Graduates
National Oceanic and Atmospheric Administration (NOAA) Basic Officer Training Class Graduates
On November 9, 2001, sixteen (16) NOAA Corps ensigns graduated from Basic Officer Training Course 101. USMMA GMATS serves as the School for the NOAA Corps. The sixteen ensigns completed a rigorous 13-week GMATS training program that included classroom lecture, time underway aboard the T/V KINGS POINTER and numerous hours in USMMA laboratories. The graduating class consisted of eleven (11) men and five (5) women. These officers will join the NOAA fleet of oceanographic, hydrographic, and research vessels. The keynote speech was delivered by RADM Evelyn J. Fields, Director of the Office of Aviation and Marine Operations, and Director of NOAA Commissioned Personnel Center.
GMATS Attends Interservice/Industry Training, Simulation and Education Conference
The Division Manager attended the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) in Orlando, FL, in November. The main focus of the Conference was Industry helping to train the U.S. Military (active duty and reserve). The Division Manager also met with members of the U.S. Army, Headquarters 143rd Transportation Command.

Commander, Naval Education and Training (CNET) Deputy Briefing
In December, the Division Manager traveled to Pensacola, FL to brief the CNET Deputy, RADM Joseph Hare, USNR. Items discussed included enlisted rate training currently taught by GMATS to naval reserve enlisted personnel. Also discussed were new courses, currently in development, for new accessions into the ranks of the naval reserve enlisted. These new courses are similar to the rate training schools that active duty enlisted sailors attend.

On 19 Nov 2001, the Military Affairs Program Manager and the NSMA Senior Associate met with the senior level training representatives of the Army National Guard Bureau (NGB) at the Army National Guard Readiness Center in Arlington, VA. GMATS Staff met with LTC Mark Leonard, the NGB Chief for Individual Training, and Mr. Harry Gilman, the NGB Team Chief for Officer Programs. This “ground breaking” opportunity will allow GMATS to market its courses to the NGB. Of special interest to NGB was a newly added Army course (a Computer Web Development Course), which was recently attended by National Guard students and received outstanding reviews,

GMATS To Work with US Navy Surface Warfare School (SWOS) and CNET
At the direction of the Navigator of the Navy, RADM West, GMATS has begun to work with the U.S. Navy Surface Warfare School and CNET to develop a new course titled “Navigation, Shiphandling, and Seamanship.” The Division Manager traveled to Newport, RI to participate in a Video Teleconference with other Naval Commands in the development of this course. The course focuses on training Active Duty Naval Officers in Navigation, Shiphandling, and Seamanship, as it relates to STCW. GMATS is excited to have been invited to participate with such high caliber commands in the development of this course.

GMATS Enters New Contract With GlobalSantaFe
The original agreement for GlobalSantaFe contracted GMATS to go out to several oil rigs to evaluate and develop four new course outlines. The latest contract is for the development of correspondence courses. These courses will be conducted on the various rigs and will precede courses taken by GlobalSanteFe rig personnel at Kings Point.
Diesel Crossover Course STCW Approved
After almost a year of working very closely with the United States Coast Guard, GMATS now has a USCG Approved Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Diesel Crossover Course.
GMATS Hosts Two (2) Week Conference For Plug Power
GMATS hosted the first conference for plug power concerning a research project that was completed at the Academy. The goal of the class was to train several employees on a newly developed technology. GMATS expects several more conferences to be held next year.
GMATS Staff Meets With Honda Marine
GMATS entered into discussions with Honda Marine to become a new training site for their Northeastern Region Marine Division. Once agreed upon, GMATS will be hosting approximately one dozen one-week conferences throughout the year. Honda Marine has agreed to donate roughly six (6) of their outboard engines to the Academy.
GMATS Welcomes New Employee
Saverio Grosso KP ‘99 joins the Marine Engineering Division as Engineering Program Manager. Prior to his arrival at GMATS, Savario worked for Newport News Shipbuilding as a Test Engineer and for Teradyne as an Operations Analyst.

Staff Attends Intermodal Association of North America Conference in North Carolina
On November 11 &12th, 2001, the Transportation and Logistics Program Manager and Senior Associate attended the IANA Intermodal Conference & Annual Membership Meeting in Charlotte, NC. By attending this meeting, staff was able to join together transportation executives to address the latest trends and developments within the intermodal community. IANA has indicated interest in holding a second I- 95 Corridor Coalition Intermodal Leadership Conference at GMATS.
Staff To Meet with National Cargo Security Council and Target Corporation to Discuss Conducting West Coast Cargo Security Management Course Next Summer
The Division Manager and Program Coordinator will meet in January with NCSC and Target to discuss the possibility of offering Cargo Security Management on the West Coast. Target Corporation has generously offered to sponsor a meeting space and other accommodations in support of this new venture. If agreed upon, this additional yearly iteration of Cargo Security Management could run as early as July 2002.
Division Adds Crisis Management in Transportation to 2002 Schedule
At the prompting of recent Cargo Security Management students and in light of recent world events, the Division has decided to revisit the Crisis Management in Transportation course. This course been offered at GMATS in several years.
Division Completes Updated Executive Course Summary
The new brochure will highlight the course offerings for the Division of Transportation, Logistics, and Management. This ten-page brochure will replace the 8-panel brochure created in 1999 and will be ready for distribution in late January.
Division Plans to Establish (Yacht) Insurance Brokerage Seminars with the American Institute of Marine Underwriters (AIMU)
The Division is in negotiations with the American Institute of Marine Underwriters (AIMU) to develop brokerage seminars in various subject areas, including yacht Insurance. Additionally, the division and AIMU have agreed to jointly cooperate on courses previously run by the American College of Insurance (Hull/P&I/Cargo).
Division Working Toward Offering New and Updated Tanker Courses
The Division is in process of reviewing current tanker courses in hopes of presenting them at Kings Point and at other domestic and foreign destinations in the USA/SA and Canada. The intention is to collude with major brokerage houses, our regular and new instructors. With careful planning, GMATS can offer both seasoned and customized programs to our customers (owners/operators/major oil suppliers) expanding the scope previously, and successfully, done on other projects.
Staff Works Together with Brookhaven National Laboratories to Contribute to “White Papers”
The Staff has been asked to provide transportation expertise to Brookhaven National Laboratories in an effort to draft certain "white papers" and bills, as well as to further assist committees on various security issues now in the forefront of U.S. Government interests. This project is pending Brookhaven Labs’ selection as participant by the U.S. Government.
